Viscosity is legitimate VPN software, and network access plus VPN configuration privileges are normal for its purpose. The first setup on macOS may request administrator approval so it can install components needed for VPN connections, and the app can store connection credentials if you choose. Because a VPN can route your network traffic, use connection profiles only from a provider or organization you trust, and review imported settings before connecting.
Recommendation: Keep Viscosity if you use OpenVPN for work, school, remote administration, or a VPN service that supplies OpenVPN profiles. If you no longer use those connections, you can remove the app, but any saved VPN configurations and related preferences may stop working until you reinstall it.
