Tailscale is legitimate VPN and private-networking software. On macOS it installs networking components and may request permission to add a VPN configuration, which is normal for this type of app. The standalone version can also use a system extension so it can run its network features properly. Because it handles network traffic for your private connections, only sign in with accounts and devices you trust, and review which devices are connected to your network if you no longer use one.
Recommendation: Keep Tailscale if you use it for remote access, private networking, or secure device-to-device connections. If you no longer need those features, you can remove the app and its VPN configuration, but doing so will stop access to your Tailscale network from this Mac.
